Help shape the Tertiary Education and Training (Funding and Governance) (Scotland) Bill

The Tertiary Education and Training (Funding and Governance) (Scotland) Bill is currently moving through the Scottish Parliament, and right now, students have a vital opportunity to influence what goes into it.

The deadline for MSPs to submit amendments is 12 noon on Thursday 20th November 2025, and your voice can make a real difference.

What’s happening?

We're actively lobbying Members of the Scottish Parliament (MSPs) to strengthen the Bill so that it truly reflects the needs and rights of students across Scotland. We’ve partnered with NUS Scotland to ensure that students’ priorities are front and centre.

To support this, NUS have created an Email Your MSP tool that allows you to quickly and easily contact:

  • Jenny Gilruth, Cabinet Secretary for Education and Skills
  • All members of the Education, Children and Young People Committee
  • Your own local MSP

What we’re asking MSPs to support

We are calling for three key amendments that will strengthen student representation, funding security, and accountability within Scotland’s tertiary education system:

  1. Mandatory Student Representation on the Scottish Funding Council (SFC)
    Students deserve a formal, guaranteed voice in the organisation responsible for the strategic funding of colleges and universities.

  2. A Statutory Requirement for Adequate Students’ Association Funding
    Stable, protected funding for Students’ Associations ensures we can continue to deliver essential representation, support services, and opportunities for all students.

  3. SFC Responsibility for Direct Engagement with Students’ Associations
    Clear requirements for consultation will make sure student perspectives meaningfully shape policy and funding decisions.

How you can help

Your voice matters, and your MSPs want to hear from the people who will be directly impacted by this legislation.

By using the email tool, you can tell them why these changes are important and why they must be included in the final Bill.
